Make Room for Growth
The city needs to continue to facilitate growth that is strategic, sensible, and affordable. That growth should prioritize amenities that enhance the lifestyles of Bartow families—expanded entertainment options, accessible recreation facilities, and diverse retail spaces that meet everyday needs close to home.
To fund this development, the city must continue to innovate in securing revenue. Public/private partnerships, user-fee models, and targeted grant-seeking are practical tools; projects such as the aquatic center can be advanced more quickly and with less burden on any single funding stream when the public and private sectors share risk and investment.
Tax policy should distribute the cost of growth across the full constituency that benefits from community resources. It is not fair for property owners alone to shoulder the greater burden. Instead, the city should pursue a balanced mix of revenue sources—smartly structured impact fees, business improvement districts, user fees for specialized amenities, and selectively targeted millage adjustments—so that those who use and profit from improvements contribute appropriately, while protecting homeowners and longstanding residents from disproportionate tax pressure.
Finally, Bartow must shift from being primarily a commuter community to becoming a genuine destination. That means investing in downtown vibrancy, a calendar of year‑round events, higher-quality dining and entertainment options, and appealing public spaces that encourage residents to stay local and attract visitors from Lakeland, Winter Haven, Tampa, and beyond. Creating reasons for people to spend evenings and weekends here—better night‑time economy, family‑friendly attractions, and signature annual events—will strengthen the local economy, increase municipal revenues organically, and build a more connected community.
